It's even more nice to see you after a long time due to the COVID-19 pandemic. In
particular,IwouldliketoexpressmygratitudetoDr.LeeIn-Jae,ChairmanoftheKorea
LocalFinanceAssociation,andMoonNamSik,DirectorgeneraloftheLocalInvestment
ManagementAnalysis Center, who fully supported the international conference 2023 in
Vietnam. Vietnam is my second country. The twice works (2001-2002, 2008-2009) I
experienced at Hanoi Architectural University in Vietnam are incomparably precious
memoriesinmylife.SinceIleftVietnamin2002,Ihaveorganizedmorethan15largeand
small international academic seminars between Korea and Vietnam to cultivate the
commoninterestsforournextgenerations.Aboveall,Iamveryproudthatmystudentsat
Hanoi Architectural University, who took my lecture, are leading Vietnam's current
economicgrowthwhileplayingapivotalroleinVietnam.
However,today'sconferenceshouldbegivenspecialmeaning.Thiswillprobablybethe
lastopportunityformetoorganizeanacademicmeetingbetweenVietnamandKorea.In
thatsense,weinvitedKorea'stopscholarsinthefieldofregionaldevelopmentandurban
administration to this international conference. Chairman, Lee In-Jae, who will give a
keynote speech on the Korean side today, is myjunior at Seoul National University, but
hasachievedbetterthanme,andhasplayedabigroleasahigh-rankingpublicofficialin
the modernization process of Korea. In particular, he received a Ph.D. in this field from
the University of Southern California in the U.S. by studying the field of 'social capital'
